I got my bike 2nd (or 3rd, who knows?) hand and there was not a key for the fork lock, as well. It was cheaper to get a new lock from the dealer. A locksmith would charge just as much if not more to make a key. Now getting the old lock out is tricky but it can be done even without the key. Let me know if you need to know how.
